Fort Howell Beach City Road Hilton Head Island, SC The Union troops built this earthwork in 1861 to strengthen the defense of Mitchelville. General Mitchel, before his death of malaria in 1862, had begun construction of adequate housing for several thousand homeless freedmen who had gathered on the island since the War began. Mitchelville was the first town developed specifically for the freedmen. It had almost 1,500 residents.
